The Delhi High Court on Friday declined to grant an urgent hearing on a Public Interest Litigation (PIL) seeking preventive action against a protest planned by the digital outfit Cockroach Janta Party’s (CJP) in Delhi on June 6. The protest is scheduled to take place at Jantar Mantar and is expected to draw a large number of participants.

The petition was filed by the NGO Save India Foundation, which raised concerns about crowd management, public safety and possible law and order issues during the protest. The organisation asked a vacation bench of Justices Saurabh Banerjee and Amit Sharma to direct authorities to take preventive measures before gathering.

However, a vacation bench of the High Court declined to list the matter for urgent hearing.

According to the petition, "The operational methodology relies on assigning sequential tasks designed to foster institutional defiance and hostility against the ruling dispensation, which has rapidly escalated into explicit hate speech, calls to topple the democratically elected government, and open ultimatums demanding the immediate resignation of the Union Education Minister under threats of severe consequences if key organizers are arrested. Widely circulating media messages systematically invoke recent violent civil unrest and structural collapses witnessed in neighbouring democratic nations like Sri Lanka, Bangladesh, and Nepal."

The protest has been organised by the digital outfit Cockroach Janta Party, a youth led movement founded by Abhijeet Dipke. CJP has been vocal on education related issues, particularly controversies surrounding competitive exams such as NEET, CUET, CBSE examinations and SSC GD recruitment tests. The June 6 protest has been called to demand accountability for alleged irregularities in examinations and to seek the resignation of Union Education Minister Dharmendra Pradhan.

In a video shared on Instagram and X on Monday, June 2, Dipke urged students and CJP supporters to unite and demand accountability from the Union government over recent examination related issues.

"The time has come for all of us to come together, following the path of the Constitution, and peacefully raise our voices to demand Dharmendra Pradhan's resignation," Dipke said.

The petition claimed that the protest could attract a large crowd and requested intervention from the Court. It also stated that representations had been made to the Delhi Police seeking precautionary measures.

With the High Court declining an urgent hearing, the protest is expected to go ahead as planned on June 6, while security and crowd control arrangements will remain the responsibility of the concerned authorities.

The case has drawn attention as the Cockroach Janta Party, which started as an online youth movement, has rapidly grown into a visible platform for student and youth activism across the country.
