West Bengal has transferred 2021-batch IPS officer Dr Bushra Bano from Additional Superintendent of Police, Kharagpur, to Deputy Commandant of the State Armed Police’s 4th Battalion. The order, issued on Monday, September 14, 2026, in the name of public interest, came two days after she posted a motivational video for UPSC aspirants that a right-wing group flagged with the state home secretary.

The government also moved two West Bengal Police Service officers in the same reshuffle. Partha Ghosh, earlier Additional Deputy Commissioner in the Chandannagar Police Commissionerate, takes over as Additional SP, Kharagpur. Officials have described the changes as routine. Critics say the timing, so soon after a complaint about Bano’s language in uniform, points to a punitive shift rather than a standard posting.

The video and the complaint

On September 13, Bano, speaking in uniform from her office, addressed civil-services aspirants. She described leaving a teaching job in Saudi Arabia, returning to India, and relying on Aligarh Muslim University’s Residential Coaching Academy for books, tests and library access. She opened with “Assalamu Alaikum,” used “Inshallah” in the course of her remarks, and closed with “Jazakallah.”

Hindu Legal Fund, which describes itself as linked to the Hindu Network Foundation, said it had complained to the West Bengal home secretary. In a post on X it argued that a serving officer representing the Indian state should stay “neutral” in public communication and use “national expressions.” It noted that she had not said “Vande Mataram” or “Jai Hind.” Other accounts, including The Jaipur Dialogue, amplified the same objection. The video has since been taken down from her social media. Bano has not publicly commented on the transfer or the online campaign.

Who is Bushra Bano?

Bano is from Kannauj in Uttar Pradesh. She studied at AMU, completed a PhD in management studies, and qualified NET-JRF. After a stint as an assistant professor in Saudi Arabia she sat the UPSC Civil Services Examination. She first cleared it with All India Rank 277 and was allotted the Indian Railway Traffic Service but did not join because she was pregnant. She appeared again, secured rank 234, and entered the Indian Police Service. Allotted the West Bengal cadre as a 2021-batch officer, she began as Assistant Superintendent of Police in Hooghly Rural and was promoted to Additional SP and posted to Kharagpur in June 2026.

Political Reaction

Trinamool Congress MP Mahua Moitra attacked the transfer on X. In one post she wrote that for a country whose prime minister inaugurated the new Parliament with a sengol and “bare-chested sadhus,” moving a Muslim IPS officer for saying “Assalamu Alaikum” and “Inshallah” was “ridiculous.” She added: “We are a nation gone mad, poisoned with hate and bigotry. God Save India.”

In another, she contrasted the Centre’s display of a prayer room around the BRICS summit in Delhi with the state government’s treatment of Bano, saying a Muslim woman IPS officer had been sidelined simply for using “assalamalaikum” and “jazakallah,” and accusing the state of amplifying hate spread by partisan television.

Telangana minister Mohammed Azharuddin also questioned the action, arguing that India’s strength is diversity rather than policing personal greetings. Some serving officers, speaking off the record, have said they see the move as a warning about religious language in public-facing videos, while others note that pay and rank of Additional SP and Deputy Commandant of an SAP battalion are broadly comparable.

The Home and Hill Affairs Department has not issued a detailed explanation beyond the official language of a minor administrative reshuffle in public interest. The transfer notification has been forwarded to the Union Ministry of Home Affairs. The episode has reopened a wider argument: how far a uniformed officer may use personal or community greetings when speaking to the public, and whether the same standard is applied across religions and political lines.
