The National Investigation Agency (NIA) has named Lashkar-e-Taiba (LeT) chief Hafiz Saeed as an accused in the Pahalgam terror attack in a supplementary chargesheet filed before a special NIA court in Jammu on Monday.
According to the NIA, Saeed has been charged both in his individual capacity and as the head of the banned terror outfit Lashkar-e-Taiba (LeT) and its proxy organisation, The Resistance Front (TRF).
The anti-terror agency has invoked multiple provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, along with the Unlawful Activities (Prevention) Act (UAPA), 1967. The charges include waging war against India and criminal conspiracy for allegedly orchestrating the attack from across the border.
In a statement, the NIA said the supplementary chargesheet contains detailed evidence regarding Pakistan's alleged role in the conspiracy.
"The supplementary chargesheet provides details of Pakistan's conspiracy, Hafiz Saeed's role and supporting evidence collected through meticulous scientific investigation and on-ground examination," the agency said.
The latest filing supplements the agency's 1,597-page original chargesheet, submitted on December 15, 2025.
In the earlier chargesheet, the NIA had named Pakistani handler Sajid Jatt, along with three terrorists killed during Operation Mahadev in July 2025, and two arrested accused. The agency had also named Lashkar-e-Taiba/The Resistance Front (LeT/TRF) as a legal entity for its alleged role in planning, facilitating and executing the attack.
The Pahalgam terror attack, which took place on April 22, targeted tourists visiting the Kashmir resort town. Twenty-five tourists and one local resident were killed after terrorists allegedly backed by Pakistan opened fire on civilians.
The case was initially registered at the Pahalgam Police Station before being transferred to the NIA by the Union Ministry of Home Affairs for further investigation.
The agency said it is continuing its investigation to identify the full extent of the conspiracy.
"NIA continues to probe the case to unravel the complete conspiracy by Pakistan, which has been actively sponsoring terrorism on Indian soil from across the border," the statement said.
